GUIDELINES FOR MARSHALS
The following guidelines are intended to update the knowledge of the officials intended to participate as Marshals:
1. Please set up your Time Control, at least THIRTY MINUTES before the ETA of the first Vehicle (ETA will be provided by the COC/ACOC). Please speak to the locals and try and obtain first hand information of nearest Hospitals, Health Centres Police Stations and source of Wrecker Vans in case of emergency.
2. Please collect your Mineral Water from the Rally HQ before leaving. Each Team has been allotted one case. Please consume the same and supply the competitors on their request (especially the two wheelers). The temperature may touch 40 degrees Celsius in the afternoon. In spite of our best efforts, we have not been able to locate TCs & undisclosed PCs “under shade” at all locations. Please ask your associated BMSC official about the requirement of umbrellas and carry the same especially for the rains.
3. Set up your Time Control Board and place it ON the official line of control (not before or after) and on the LEFT SIDE of the road in the direction of the Rally route. All Time Control Boards will be RED in Colour and have been framed with iron angles. Affix the NUMBER of your TC on the RIGHT HAND TOP corner of the TIME CONTROL BOARD. Your tagging BMSC official will have the numbers. THIS IS A MANDATORY REQUIREMENT.
4. Set up your Passage Control Board on the LEFT SIDE of the road in the direction of the Rally route. All Passage Control Boards will be BLUE in Colour and have been framed with iron angles. Affix the NUMBER of your PC on the RIGHT HAND TOP corner of the PASSAGE CONTROL BOARD. Your tagging BMSC official will have the numbers. THIS IS A MANDATORY REQUIREMENT.
5. Ensure that the Official Watch given to the Post Marshal is synchronized with the Master Watch available with the Chief Marshal.
6. It is suggested that one member (No 1) out of the four from the Marshal Team be delegated to identify the approaching cars and alert the Marshal (No.2) standing on the rope. The third member should note the timings of ‘Hits’.
7. Please record the Competitor Numbers and hitting times in the Marshal Cards WITHOUT noting it in any rough pad or paper. The Marshal Time Cards are meant for ORIGINAL entry and not meant to be filled up latter. Entrust one marshal for this purpose. This should be returned with the other documents.
8. Please strike out in the Tally Sheets as an when the competing vehicles cross your Control. This should be returned with the other documents.
9. A Marshal from the Time Control shall walk up to the Navigator and endorse the hitting time in the Competitor’s Time Control Book and tear away the counterfoil for his record. The Time Control Book will be made from self-carbon sheets. The Navigator shall not get down from his vehicle for getting hitting times endorsed at all Time Controls & UNDISCLOSED Passage Controls. But it remains the duty of Competitors to obtain the time endorsements in their TCBs at Time Controls and Stamp & Sign/Initial at Passage Controls.
10. Passage Control Marshals have been issued Stamps numbered PC 1, PC 2 etc. PC marshals have not only to stamp but also sign/initial the TCBs.
11. Please fill Time Control Number, Hitting Time (e.g. 14:23:07 and NOT 2:23:07) in the TCBs. Please sign/intial and also obtain the Competitor’s Signature in the TCBs. Tear off the top sheet and return the TCB to the navigator. In case TCB is lost do not give any time on a plain paper, place a X on all Competition Numbers on the vehicle and if possible, inform the COC/ACOC immediately. A lost TCB means Exclusion.
12. While depositing the TCB counterfoils please arrange and staple them SERIALLY (1 to 100 and NOT in order of hitting times) for both categories. Place the counterfoils in two separate envelopes, seal them and write the category on the front of the sealed envelope.
13. In case of any violations, like stopping within sight of the Marshal, misbehaviour on the part of a Competitor or argument regarding endorsing of hitting times, SHOULD be noted in the ‘REMARKS’ coloumn of the TCB. Verbal or written complaints filed later by a Marshal will not be entertained. All Post Marshals have been declared “Judges of Fact”.
14. It is clarified that if a car crosses a TC line – in momentum – with wheels locked and tyres non-rotating – then this will NOT be deemed to be stopping in sight of a marshal.
15. It is further clarified that if a competitor stops at a Disclosed or Undisclosed PC in close proximity of TC, this shall not be considered as “stopping in sight of a marshal”.
16. Official Distances of Time Controls are being kept secret till the completion of the event.
17. Do not panic. Enter the time calmly and clearly. In case a correction is to be made, DO NOT overwrite. STRIKE out the old reading and rewrite the hitting time above/below the incorrect reading. Please sign/initial the correction as a sign of authentication.
18. In case a Competitor has to withdraw for whatever reasons, please make a note in his TCB, COLLECT his TCB, place a X on all Competition Numbers on the vehicle and if possible, inform the COC/ACOC immediately.
19. Avoid crowding your control by the locals or vehicles. This affects the visibility of the Control Banner/Board.
20. No other Vehicles should be parked in the control area other than yours.
21. Time Controls will normally close FORTY FIVE MINUTES AFTER the ETA of the last vehicle or actual passage of the last vehicle, whichever is earlier. The Chief Marshal will give the ETA for the last vehicle. After closing the Time Control, you are advised to handover all documents to the Tagged BMSC official. Result and present at the time of tabulation for answering queries of the COC regarding clocks and facts.
22. ALL members of a Marshal Team shall read the SR given in the kit and the CIB 1 which includes very important changes.
23. A BMSC official has been tagged with each team for assisting the marshals. All Post Marshals has been designated as Judges of Fact in the SR.
24. Post Marshals must ensure that control operations must be completed within 15 to 20 seconds. If this is not done then the Competitor is considerably disadvantaged if the next control has been set up within an running ideal time of say 2 to 3 minutes.
25. It is mandatory for all Marshall team members to wear Poncho’s according to their status (Post Marshall – red Other three – yellow)
You are expected not only to BE fair and impartial but also APPEAR to be so. Your endorsements in the TCBs are considered to be the official hitting times and NOT the carbon copies with the Competitors.
